1: While I lean 'progressive' on social issues, it's this type of confiscation and overly-complex Democratic-driven policies that make me wish for the days of Pete Wilson, Schwarzenegger and Deukmejian. Californians not only deserve lower taxes, they deserve less-complex taxes and fewer fees.
People and businesses are leaving the state because of THESE types of policies, not because of their energy bill.
This is what happens when you have 1-party rule.
2. I am absolutely going off-grid for power. 'Blank' You PG&E, CalPUC, Governor Newsom and the state legislature.

This is very likely to have the (wrong) unintended consequences, as hinted at in the article. Energy should be billed on what is consumed from the supplier, plain and simple. We already have tiered billing rates, which increase the price per kWh as useage increases - supposedly an incentive to conserve, which is a good thing. This would be eroded by a means-tested billing scheme. It may well drive those who can afford it to go off grid entirely.
Utility companies should have no right to details of my income.
The security, integrity and quality of the electricity supply, in particular, is woeful compared to my experience living in the UK. The suppliers should be made to compensate consumer for supply interruptions and safety shutoffs. Until things improve, these companies have no right to penalise its customers.

You should all be ashamed, this is a great idea. In fact your tax records should be incorporated into Apple Pay and your credit cards so that vendors can charge you for everything based on your income.
Want to buy an apple at the grocery store? $10 each for you high earners. Cable bill? $1000 per month. Cellphone? $30 per text, $10 per minute.
Also, the unreliable grid is a wonderful feature. Once all cars and appliances are electric, the PG&E public safety power shutoffs are new holidays! If you can't get anywhere and you have no power for internet it's a day off! Why would anyone complain? (Ok, maybe there's that corner case where the fire is rushing toward your house and you have no phone to call for help and no charge in your vehicle to escape, but that's what makes it exciting to live here!) In fact, I think PG&E should charge extra for those shutoff days. No idea why anyone would be upset about that.

Invasion of privacy. Confiscation. Just like the affordable housing scheme. Redistribution of wealth. (Crazy coming from a moderate Dem. But no crazier than all the giveaways that keep getting passed.)
