This is something that should have happened years ago. Instead of arguing over the composition of the board, but off both extremes and do not let Police/Former Police sit on the board and also remover "victims of police misconduct". Set basic rules in place such as any office convicted of a felony or violent misdemeanor is automatically on the list and can appeal to be removed (if it was not part of the sentencing deal). It is interesting to see Chief Norris' position given that San Mateo, where he worked prior, has had officers that should have been decertified. There is also at least one office that comes to mind from Menlo Park that should have been decertified after found naked in a hotel room with a prostitute while on duty...
