History of Sequoia Hospital District

In 1946, a petition signed by registered voters of a proposed "Sequoia Hospital District" pursuant to Chapter 932 of the statutes of California of 1945, known as "The Local Hospital District Law" was presented to the San Mateo County Board of Supervisors. "The nature of the proposed project is the organization of said Sequoia Hospital District for the purpose of establishing...a local or district hospital to provide medical and surgical services, nursing care and other appropriate hospital services for persons requiring such services, supported in part by revenues derived from patients of said hospital, supplemented when necessary by taxation, as provided in "The Local Hospital District Law," and from such other sources of revenue as may be obtained by said district"

The measure was approved by voters 12,165 YES, 1828 NO.(89% YES)

I could say the same of you. Why don't you mind your own business and give it a rest. Every time Hickey posts anything you can be counted on to jump in with the same comments. It's tiresome. By the way, I've voted in every election local, state and national since 1978.

My opinion: if the same person regurgitates the same nonsense, and will not even address his own hypocrisies AS AN ELECTED POLITICIAN, then identification as such is appropriate.

I would think it should be up to the voters to decide that. Much as the voters should decide the fate of the money-grubbing, barely accountable Fire District -- eh, Carpenter?

"Shall the appropriations limit applicable to the Menlo Park Fire Protection District, which is currently set at $40,000,000 and set to expire on June 30, 2016, be reauthorized for four years at a level of $50,000,000 beginning on July 1, 2016?"

YES 79.1%
NO 20.9%


No other local agency has ever received that level of voter approval.

Yes, Peter, let us help you with the math - 89% is more than 79%

Spoken as just "detested politicians" everywhere would speak. Yet at the top of this very page are facts that defeat this falsehood.

So either Peter or Jack is lying. Or both? Geez, who will hold politicians accountable for lies, "fabrications", "misrepresentations", "falsehoods", etc..?

Term limits. Drive Trumpian-style liars from office any way possible.

Hah. Is that just a "misspeak"?

What's the difference between lies, falsehoods, fabrications, misspeaking, etc?

Politicians just spew forth; when caught, they deflect, correct or lie some more. Never have to offer proof or substantiate.

I'm so tired of politicians. We need new blood across the board.

The Sequoia Healthcare District website provides a revisionist history of the district, "District At A Glance" here: Web Link They pretend that the Sequoia Hospital District NEVER existed!
The district launched a NEW website just in time for the election. It does not have ANY history of the district. Take a look at it here: Web Link and let the Boardmembers know what you think of it. You can reach them at the e-mail addresses provided here: Web Link You might want to send one to gshefren@gmail.com, because Director Shefren doesn't seem to use his district e-mail address.

So Hickey -- whatever happened to your pledge to serve only two terms on the Board? And whatever happened to your pledge not to run for another term that you made earlier this year?

You deserve to be voted out of office on November 6. Let's hope the voters in your district see it that way.

The District’s new website has created a disaster for those who have used links to the original website to tell their stories!

www.sequoiahealthcaredistrict.com now defaults to www.seqhd.org.

Still dodging the question, I see...so when are you going to explain why you stopped being favor of term limits, and why you decided to run for another term on the Board AFTER you stated you would *NOT* run for another term?

The History of Sequoia Healthcare District should help determine it's future. The Local Agency Formation Commission(LAFCo) commissioned a Municipal Service Review(MSR) in 2017. As a result of that MSR, they released the following:

The following summarizes the reaffirmed spheres of influence for the Sequoia Healthcare District and Peninsula Health Care District:

“Transitional Sphere of Influence,” recognizing the significant areas of the County excluded from both districts and the changing demand and economics of health care and hospital operation. The sphere designation also recognized that health care needs of all county residents may benefit from alternative organizational structures, boundaries and funding mechanisms including but not limited to dissolution, consolidation, expanded service areas and joint power agreements to include all of San Mateo County.

Hickey, Harrison and Kiesel plan to allow voters to "finalize" the sphere of influence of these former Hospital districts. The choice, dissolution or consolidation and countywide expansion funded by a portion of existing taxes.

Here is the revisionist history of Sequoia Healthcare District on the district's new website(Web Link

The Beginning

Sequoia Healthcare District (SHD) was formed in 1946 after being voted in by taxpayers residing in Redwood City, Belmont, San Carlos, Menlo Park, Portola Valley, Woodside and Atherton in order to provide a local source of funding to address the growing community’s health needs. Thus began the development of Redwood City's Sequoia Hospital - the first district hospital in California and the prototype from which 77 others would follow.

Changing Times The District operated Sequoia Hospital from 1950-1996 and in September 1996, Sequoia Healthcare District residents voted to affiliate Sequoia Hospital with Catholic Healthcare West, now Dignity Health. The hospital itself was governed through a 10-person Board of Directors, including five members appointed by the Sequoia Healthcare District and five members appointed by Dignity Health. In 2007, Sequoia Healthcare District sold the Hospital to Catholic Healthcare West which became effective Jan. 1, 2008. The 10-member Board of Directors split into two separate governing bodies.

Today We are one of 78 Healthcare Districts throughout the state that provide community-based health care services to local residents. Although we no longer own Sequoia Hospital, our commitment to health and wellness endures. Through our broad mandate to support the health of our residents, we now play a crucial role in assuring access to healthcare, not hospital care. We do this by investing in the prevention and early intervention of illness in our ongoing efforts to keep people out of the hospital and enjoying the benefits that good health brings. We know that investing in prevention produces a far greater economic return than treating illness, and although 1 in 5 people will be hospitalized each year, everyone benefits from prevention.

I thought that "preventive medicine" and "early intervention" has been common practice for centuries. Remember "an apple a day keeps the doctor away"?
The healthcare districts are redundant. They should be dissolved, with their share of the 1% General Property Tax going to the legitimate agencies sharing those taxes, such as fire districts, school districts, San Mateo County, the cities, etc.

Since he refuses to answer the question posted many times, let's amend the question: In the history of the district, how many directors BESIDES JACK HICKEY lied about limiting their terms?

It's interesting how you all are worried about how many terms Jack has been on the board and appear to have ZERO concern about the corruptocrats that are currently sitting on the board doling out the largess of the district at the expense of the taxpayers of the district.
