Clearly, the children AREN'T safe, or perhaps are ALLEGEDLY UNSAFE, given the allegations.
If true, it's horrific.
One of my siblings experienced a nasty incident w/another student during a high school trip to Disneyland. The snot-nosed rich kid football player tried to coerce her into having sex w/him. Didn't work. Down the line, he got his comeuppance.

Perhaps the teacher should spend time prior to any field trip to explain what the appropriate behavior is while on any field trip. Written Field Trip Behavior Rules for the parents and students to read and sign along with the permission slip. Also what the consequences will be if they break a rule. One can't expect the trip supervisors to flawlessly monitor or anticipate what scattered groups of students are up to. The students need to understand there are consequences. My sense is that some of these students don't have much adult supervision at home with both parents working. I suspect their supervision is left to a sibling not much older than them.

JACK -
I don't disagree that providing students with rules before a field trip is important. I suspect that teachers already do that, but it's probably focused on things like stay with the group, don't run off, etc.
This allegation was an outright sexual assault on two 12 year old girls perpetrated by five boys. Perhaps the teacher's instructions should now include "and don't rape any of your classmates or you'll get in trouble."
