I don't think so. Look more carefully and you will see this is a contemporary shot. The Independance c=hall was situated across the street from the elementary school, on Albion. This photo appears to be after the move to Whiskey Hill, the current location.

Leslie is absolutely corrrect.

This photo of Independence Hall is quite recent and is clearly in its current location, complete with poured concrete stairways and walkways.

A giveaway to its date is the wooden bench in front of Independence Hall which was placed there just about ten years ago.
